Euro RSCG Apex Communications associate director Stephen Day has joined nine-strong agency Portcullis Public Affairs in the new role of managing director. Day has formerly worked at Fleishman-Hillard and Weber Shandwick. Charles Cockburn remains Portcullis’s chairman.

The International Agency for the Prevention of Blindness (IAPB) has appointed Julian Metcalfe to the new post of director of advocacy. Starting on 12 April, Metcalfe was UK deputy permanent representative to the United Nations and other international organisations in Geneva from 2005 to 2009.

RNID has appointed Sherine Krause as MD of external engagement, a new role that includes responsibility for public affairs (PAN, Dec 09). She was formerly director of fundraising and marketing at the MS Society.

The Nursing and Midwifery Council has appointed Phil Evans as PA officer. He joined on 29 March, reporting to media relations and PA manager, Craig Turton. He has formerly worked at the General Social Care Council.

Volunteering England has appointed Rachel Castle as senior PA and policy officer. She has formerly worked at the CBI and in the European Parliament.

Matt Davies has joined Shelter as public affairs manager, reporting to deputy director of comms, policy and campaigns, Caroline Davey. He was formerly in a maternity-cover contract at the Royal College of Surgeons. He replaces Georgina Whitfield (PAN, Feb).

Lauren Knott has joined Lansons Public Affairs and Regulatory Consulting as a consultant. She has previously worked in Brussels as parliamentary political adviser to the leader of the Conservative MEPs in the European Parliament and spokesman on employment.

The National Federation of Builders has appointed Sameena Thompson to the new role of external affairs director. She has formerly worked at the British Safety Council, which she left last autumn, and as an aide to former Cabinet minister John Reid.

Richard Watts has stepped down as campaigns director at Sustain (the Alliance for Better Food and Farming) after four years with the organisation. Sustain is recruiting a replacement.

The Advertising Association’s (AA) senior public affairs manager, Jim Rothwell, is leaving after more than nine years to join Insight Public Affairs as an account director. Separately, the AA has appointed Ian Barber as director of comms, replacing acting director Lorette Nettar (PAN, Dec 09). Barber has formerly worked in-house for Visa Europe and Barclaycard,  as well as for the agency Good Relations.

Virgin Atlantic has hired Greg Dawson as director of corporate comms. He will join on 7 June from Travelodge, where he is director of comms. Separately, the airline has also hired Nathan Stower as parliamentary and external liaison manager. Stower is joining from the PA team at the Local Government Association (LGA). At the LGA Greg Taylor has been promoted to senior PA and campaigns officer and Kirsty Ivanoski-Nichol is promoted to PA and campaigns manager.

Ben Cook has joined the Association of British Dispensing Opticians, the Association of Optometrists and the Federation of Ophthalmic & Dispensing Opticians as their joint policy and public affairs officer. He will also be working for the Eye Health Alliance coalition. He formerly spent three years working with health-related clients at Portcullis Public Affairs.

Henry Groundes-Peace joined Citigate Dewe Rogerson Public Policy as a consultant on 8 March, having formerly worked as parliamentary researcher for the Conservatives’ shadow justice minister Dominic Grieve MP.

Paul Harvey
, who stood for Labour in Conservative-held Basingstoke at the 2005 general election, is working for Curtin & Co as a consultant on a short-term contract.

London-based agency HardHat Communications, which specialises in the property and construction sectors, has hired Max Camplin and Alan Laing as account directors. Camplin was formerly at Local Dialogue, and Laing – Labour cabinet member for neighbourhoods for the London Borough of Hackney – is a former head of government relations at Bloomberg (2004-2006).

The London Fire and Emergency Planning Authority (LFEPA) has appointed Richard Stokoe as head of communications. Stokoe will join on 4 May, in charge of a 34-strong team including public affairs. He moves after four years as head of news at the Local Government Association and replaces James Flynn, who left two months ago to set up a recruitment firm called Public Select.

Hume Brophy – the corporate comms and PA agency with offices in Dublin, Brussels and London – has recruited Steve McCool as partner and head of its UK practice. He joins from a role as MD of financial comms at Weber Shandwick (WS). WS has replaced him with Thomas Coops, who has formerly worked in-house for companies including RSA and Abbey National.
