November 2011: target date for statutory lobbyist register revealed

The Cabinet Office is aiming to introduce legislation for Westminster’s statutory register of lobbyists in November 2011.

The target date was revealed earlier this week in a ‘draft structural reform plan’ published by the Cabinet Office.
The Conservatives’ Mark Harper, the minister responsible for the register, has already said that the first ‘detailed plans’ for the register will emerge this autumn (PAN, July).
Separately, the first formal meeting of the UK Public Affairs Council, which is creating its own lobbyist register, was held on 27 July. A statement issued after the meeting said it had ‘set the tone for the Council’s work over the summer months, specifically to create a register of those involved in the lobbying industry’.
As well as the formal appointment of UKPAC’s chairman Elizabeth France, Roger Sands and Sir George Kidd were appointed as independent members of the Council’s board. They join Gill Morris, Keith Johnston and Francis Ingham, as representatives of the industry on behalf of the APPC, CIPR and PRCA.
